It is an excellent emulsifier for oil-in-water emulsions and a solubilizer. ETHOXCARE® PS-60 is useful in a wide range of personal care products and cosmetics and has an HLB of about 14-16. It can be combined with other surfactants to achieve any required HLB allowing for the emulsification of a wide range of cosmetic ingredients. view less
